Summary:

      It can be said that the usage rates of renewable energy sources such as wind and solar power in electricity production are very low and that a large part of these resources are waiting to be evaluated. We need to make the most of our wind energy potential and integrate more wind power plants into the electricity distribution transmission system. In the process of wind power plants installation, project developers and investors have to evaluate both meteorological and financial parameters together. Moreover, such a comprehensive and dynamic process with simple mathematical and arithmetic operations may not produce healthy results. Since there is no generally accepted scale for the parameters to be assessed in this case, the evaluation results may differ according to the persons or institutions performing the evaluation.

In the thesis study, the determination and scaling of the parameters required for the installation of the wind power plants were designed and a fuzzy based decision system which is the basis for the decision making phase was designed. In the second stage, fuzzy sets, fuzzy rules, fuzzy decision system which realized by fuzzy inference process and optimization by genetic algorithm technique are designed. In the second stage, fuzzy sets, fuzzy rules, fuzzy based decision system in which fuzzy inference processes are performed are designed. In the third stage, Matlab Simulink model of the system was designed and applied on the real system and an installation factor was produced.
