Summary:

      Ports are the most important key points of maritime transport. Effective, efficient and safe operation of ports is port users the most important criteria for choosing the port. It requires adapting to technology to fulfill these criteria. Ports which can not capture this change and development lose their competitive advantages. Especially state harbours are unable to adapt to this changing and developing technology because of their existing structures and bureaucratic proceses.

Ports are required to adapt quickly to current changes. A rapid application development through the improvement of the efficiency of the ports is required. Since 1997 Turkey has opened their available ports to the use of private sector with transfer of operating rights. Many ports have been privatized to Turkey Maritime Organization and Turkish Republic State Railways with the method of transfer of operating rights by Directorate of Privatization Administration. Turkish Republic State Railways Samsun Port is one of these. In this study, load volume and diversity of Turkish Republic State Railways Samsun Port before and after privatization have been analyzed. Investments after privatization have been examined and how these investments returned to the port has been studied. Moreover, the effect of privatization to the hinterland of the port and different transport methods has been researched. The effects of privatization to the port hinterland and different transport modes has also been studied. It has been understood that there is an increase in the use of railway after privatization as well as diversification of cargo. Also it is understood that new transportation modes and lines opened.
