Summary:

      Health care services sector is one of the leading sectors that affect the quality of community life. emergency services are the busiest services within the scope of health services, which are open 24/7. In addition to increasing number of the patients admitted each day, it is the place where the most vital cases are entered the system. Therefore, improvements in emergency services can bring great benefits to the society. The majority of the improvement works on the subject have been done on the internal operations of the emergency services. The purpose of this study is to equalise the intensity of the emergency services by directing the patients to alternative hospitals before entering the system. Different methods which shall guide the emergency service patients according to the district and location of the emergency services were evaluated. For this purpose, the policy that reduces the amount of time spent in the whole system and the average service time is selected with simulation based optimization for patients. Data from an educational research hospital in Ankara are used for input analysis. The data of 164,578 patients who came to the emergency services of the hospital in 2018 are examined. Traffic data are used for transportation periods. The goodness of fit distribution, density-histogram and Q-Q plot are used to analyze the data input.
