      In this study: According to the earthquake risk points of all buildings in Bulbul, Fatih, Tas, Kizilca and Muftu neighborhoods which form whole city center of Sebinkarahisar, a fieldwork was done upon identifying building groups by first grade assesment method (street scanning). According to Sebinkarahisar city centers earthquake points, risk groups for buildings were identified by scanning 913 buildings which include 482 reinforced-concretes, 380 masonries, 51 mixed. By using street scanning method, negative parameters like building free flor numbers, soft floors, heavy covings, visible building quality, local ground conditions for reinforced-concrete buildings were examined and its outcomes were evaluated. Negative parameters like building free flor number, visible building quality, wall space rate, wall space order, local ground conditions for masonry and mixed buildings were examined and its outcomes were evaluated. Sebinkarahisars city centers total building stocks earthquake risks were evaluated and earthquake risk map was formed. This paper work will be prestudy report for being in a good situation. This paperwork will be a prework report for making decision to strengthen and enhance total building stockin Sebinkarahisar City center before an earthquake.
