In this work, traffic accidents, traffic accidents elements and determining black spots were analyzed deeply. The black spot identification method used by General Directorate of Highways (KGM) was evaluated and its lacks were established and a new method was developed.

      In the new method, unlike the KGM method, a composite index was calculated and then black spots were determined according to this index.

When determining critical values, it is assumed that crash frequency, crash rate and crash severity follow Normal distribution. But none of the data sets follow Normal distribution. For this reason, transformation was applied all data sets. Also for checking data normality GenStat statistical analysis software was used. Best results were obtained from trimming transformation for crash frequency data set and logarithmic transformation for crash rate and crash severity data sets of undivided road sections and cubic root transformation for all data sets of divided road sections.

      The new method and KGM method were applied to a road network to determine the differences between the two methods. The test results were indicated that KGM method ignores 7 black spots.
