Summary:

      That the rights of usage for coastal and marine areas are defined and recorded as well as lands as a legal, social and economical must seems obligatory; besides, it is a must for a sustainable environment management. In this sense, it is needed that such areas are redefined and restructured. In this study, new approaches all over the world related to coastal and marine areas are analyzed especially in the level of developed countries and international organizations, and the necessity that Turkey should adapt itself immediately to international suggestions that European Union has adopted is mentioned. In the thesis, existing laws are identified with the institutions and organizations which carry out activity related to coastal and marine areas in Turkey, and in order to wholly evaluate the present structure, a matrix is created between the institutions of coastal and marine areas and their activities. Moreover, in order to define the problems in coastal and marine areas, surveys and interviews are conducted related to the institutions active in these areas and present situation is put forward. As a result of the study carried out, it is seen that recent existing structures related to coastal and marine areas are not legally, institutionally and technically sufficient. Also it is mentioned that an integrated coastal and marine areas management should be adopted as soon as possible. Additionally, new approaches are developed in the frame of land management and suggestions are made accordingly.
