Summary:

      This dissertation aims to detect the changes and the factors that cause these changes occurred over time in rangeland and plateau areas using panchromatic aerial photos taken in 1973 and 1982, a WorldView-2 image of 2012 and some high resolution colored aerial photos acquired in 2013 with an unmanned aerial vehicle. Furthermore, resolutions to eliminate these factors are proposed. Classified images used in the analysis of change are produced by using object based classification method and support vector machine classifier. When the results of change analysis are examined, it can be seen that the average base areas for buildings were 55 square meters and the number of total buildings was 1085 in 1973 while the average base areas for buildings have reached up to 80 square meters and the number of total buildings has increased to 2156 by the year of 2012. It can be concluded that the total road length was 68 kilometers in 1973; however, the total road length has reached up to 138 kilometers by 2012. It can also be pointed out that the total areas for rangeland and soil was 11927 da in 1973 and this amount has diminished to 10319 da with a 1608 da decrease in the same period. It is obvious that a sustainable information system for management of the rangeland and plateau areas is needed if the factors that cause problems still exist. Hence, the deficiencies of the current information system are stated and a new rangeland management model is proposed within the context of this dissertation. The data needed, how to process the data, how to produce the results, and the problems that can be solved with these analysis are specified in this proposed model.
