Summary: Due to the fact that the Expropriation Law numbered 2942 is insufficient in practice and there is no related regulation in Turkey, easement expropriation is implemented by theSupreme Court decisions. It is difficult to keep track of these decisions made for each new situation, and this process requires time and labor. Also, the factors affecting property valueand their degrees of effect are not clear. Since every expert calculates the easement price according to the criteria s/he chooses, grievances occur.In this study, a standard effect-value model which determines the easement cost given to the property owner due to High Voltage Transmission Lines (HVTL) has been developed.Factors defined in the model were determined as a result of; the literature review, interviews with local and foreign real estate appraisers, national and international surveys, SupremeCourt decisions and expert reports, and the evaluations based on judges and lawyers. The weights of these factors were calculated using the Analytical Hierarchy Process (AHP). Themodel was created by integrating weight values. The interface software of the model was made using Node.js, Electron, TypeScript, React, Ant Design and Webpack. The model wastested with sixty expert reports collected from various provinces. The rate of error in expert reports was found to be at least 0.38% and at most 84.98%.This thesis is the first study examining the effect of HVTL on property value and presenting an effect-value model to determine the easement price objectively andsimultaneously in Turkey.
