Summary:

      What expected from future cadastre is to show complete legal situation of land including public rights and restrictions. Nowadays, all these rights and restrictions are often located top of each other. Therefore, two dimensional (2D) cadastral systems have shown limitations in some situations. Especially in urban areas, as a result of rapid increase in population, different property units are intersecting, located top of each other or even constitute more complex situations. The growing interest for three dimensional (3D) cadastre has caused by limitations of 2D cadastre for registering and representing complex situations which occur modern world. The data model based on 2D cadastral parcel is not adequate for managing land related information.

This thesis starts with analyzing current situations. Problems for registration and representation of 3D situations were identified. Therefore, it was planed to develop an approach aiming for performing 3D cadastre based on legal, institutional and technical aspects in answering expectations from future modern cadastre. Ten countries in which discussion on 3D cadastre has already started were examined to understand if the international experiences are applied to Turkish cadastre. After analyzing current technological possibilities of modeling 3D spatial data, alternatives for 3D cadastre which address different needs were proposed. Finally, approaches proposed were tested with real data to identified developments and possible problems faced in applications. In middle term, approaches of accessing the data of 3D physical objects and registration and representation of space which restrictions apply can be adopted to solve problems facing in registering and representing of 3D situations. Approach of registration and representation of 3D volumetric parcels is difficult to apply because of need for comprehensive legal and institutional regulations in current situations.
