      Throughout history, information and information-based developments had been considered as the most important reasons to keep societies superior and separate from the others. Especially in the present century, information had constituted basis of all services and products between social categories of society and become indispensable component of human life. Widely usage of internet in data center and dependently utilization of databases over internet had caused altering of classical data services radically. However Geographical Information Systems (GIS) had had a place through informatics that develops rapidly. Internet GIS, or other name Web based GIS, formed by integration of internet and GIS had provided management of graphical and non-graphical data.

      In this study, firstly, phases of Internet GIS and due process for a web based system design were investigated together with urban functions of the local administrations and city guides. For realization of implementation, a city guide was designed considering data, which must be had for a formed interactive system, by choosing Trabzon City as a pilot region. By investigating must criteria for this design, correlation with available Trabzon Digital City data was achieved. Tracing required stages to establish map service Trabzon City data were presented to all level users on intranet aiming Internet GIS via ESRI-ArcIMS software architecture. Finally, the design and implementation of an on-line sharing oriented model on internet for city guides, which contains GIS data, as a component of positional data systems formed in our cities, were realized.
