Summary:

      In Turkey, when the process of development of rural and urban areas is considered, especially in the last fifty years period, it is understood that, in view of sustainable land management, effective/correct land management policies have not been developed and, as a result of this, that rural and urban land management have not effectively been able to be implemented. In this process; inadequacy of Turkish cadastre in terms of its scope and content and its incompleteness, that proper urban and rural development plans have not prepared or that current zoning plans are not produced in specified standards and thus their lack of implementation probability are main issues for Turkish land management. In addition, as a consequence of inadequacy of local governments in solving problems related to land management and political concerns or performing rant-centric implementations, a considerable part of land management applications have been cancelled by judge. In the process of returning cancelled land management applications, important problems in terms of land management have been experienced. Today, methods and contents of tools used for solving such land management issues are discussed in the scientific platforms. In this context, such topics as transfer of development rights, urban transformation-renewal applications and value-based land management have been introduced as more objective urban land management practices. Technical and legal infrastructure for these types of new methods is still under development. In this thesis, determination of the land management problems experienced in Turkey in close collaboration with the applicators and contribution with the developed proposals for the process of the establishment of contemporary land management model are aimed. As a consequence, such results as inadequacy of current land management applications, lack of adequate experience of private company staff in land management applications, inadequacy of professional background of experts contributing to lawsuits related to land management issues, the need for continuous seminar activities which is scientifically supported by Universities and their positive contribution in solving these problems, and that urban transformation-renewal applications have been getting increased functionality throughout the country are emerged.
