Summary:

      Because of the use of information obtained from Cadastral Works in the cadastral process, the need from most institutions and organizations, forming a base to information systems it is one of the biggest data base groups. In order to carry out cadastral works which have such a great importance we need greater investments. Taking at least some part of the investment from the people who profit from the services is called cost recovery. Such a profit can be possible through data collected successfully from cadastral works.

In this context, thesis study has been started with inspection of the importance of cost recovery in cadastral works and cadastral tendencies in Turkey and in the world during this process. It has been seen that the importance of the data obtained from the cadastral studies are on the increase in multi functional cadastral understanding which has foremost importance of cost recovery in Turkey like many countries in the world. Later, works carried out in cadastral and income obtained from these has been inspected related to the determination of cost recovery in Turkey. As a result of this, the cost recovery of cadastre in Turkey can only be seen that they are obtained from revolving fund taken from the controlling and amendment works in cadastre. In addition, seven districts which have different features in Trabzon have been selected in terms of their location, development and applications which are carried out in order to determine which areas are more profitable in terms of cost recovery . As a result of inspection and analysis the productivity of cost recovery in cadastral works has increased depending on the trading volume in urban development areas compared to other districts. According to these inspections, it is impossible to identify cadastral works in Turkey as a multi functional cadastre because of the lack of knowledge and not being completed yet, and depending on this cost recovery in cadastre is in limited scale. Therefore, it is necessary that the cadastral works in Turkey should be completed as soon as possible and following this process present problems and deficiencies in data underlying these should be eliminated.
