Summary:

Applicable zoning plans has an important role in the formation of modern cities. Applicability of the zone planning depends on the local government experienced technical staff and economic power. A case started after the 1950 transition from agriculture to industry, especially with the large and medium-sized municipalities have faced great difficulties in the face of the dynamics of migration from villages to cities. Rapid population growth and migration in the face of the dynamics of the local authorities to prepare zoning plans and the need to respond to the point of producing the desired degree of zoning parcels have not been successful. This situation affects the zoning plan negativly, so that, it is led to constantly amended for zoning development plans. These problems can be applied and the preparation of development plans rapidly increasing demand for parcel zoning necessitated the need to be met within a short time.

According to the provisions of the Zoning Law required the construction of zoning plans, implementation is left to the authorities. Yet the rapid development applications made after the preparation of development plans to be established, the requested zoning parcels. Governments, lack of technical staff or existing staff due to lack of legislation, judges, not do their bidding practices and the contractor is doing the firms However, due to lack of qualified procurement staff within the administration, implementation guidelines and technical specifications prepared for the legal aspect is missing, do not judge the issue from the tender process is completed by staff. For this reason, some applications are also due to technical and legal errors made in intensive administrative lawsuits filed by citizens is legal prosecution, the trial has been canceled as a result of the transformation plan back in practice there.

In this study, land and land taken out in the tender regulations, examination and review of the technical specifications in accordance with specifications that deficiencies identified are made of a new technical specification modeling, as a result of governments more fair, in terms of application and legal dimensions of land and land arrangement make a complete technical specification for the modeled of suggestions were made.
