Summary:

      Nowadays sustainable land management concept has gained a global attention. Undoubtedly; this has to be accepted as an important development in term of efficient use of urban and rural lands. In Turkey there are regulations about use of urban and rural lands. The type of use of land in urban areas is determined by development plans. This plan comprises the issues such as which lands are for housing, or public area, which areas is going to be used for roads or open- space areas etc? However, in planning phase, optimum plans couldn’t be constituted because of deficiency of data that will be used in plans. For example planners don’t consider cadastre based maps, which results in not up to date maps, and lack of soil land ability class maps etc. For these reasons, proper plans for sustainable land management can not be constituted. So the produced plans without this data in urban or rural areas have lost their applicability. However, these plans are still used as legal plans. And as a result, improper land use causes big problems in sustainable land management. In addition to these problems there are unhealthy and uncontrolled land transformations experienced especially in urban development areas or neighborhoods of potential urban development areas. At this point; in Turkey some of agriculture, pasture, contiguous and forest areas are under threat. In this study urban development areas and neighborhood of potential development areas, in the south passage of Trabzon city, are investigated in terms of land use changes. In this context, likelihood of parcel division in rural settled areas is researched according to land protection law by using the Ariel photos taken in different times and cadastre base maps. Consequently in this zone; unhealthy and uncontrolled transformations have been lived. City’s development way in future has already been affected negatively by inconvenient land use. Marginal agricultural land use has been vanished increasingly. Agriculture lands are divided because of heritage which results decrease in agricultural areas. In this context precautions are suggested to municipal authorities in terms of sustainable land management in rural and urban development areas.
