Summary: Nowadays, the urban population is rapidly increasing, and this increase, on urban is increasing demands for development rights on urban parcels. Particularly areas such as farmlands, environmental sensitive areas and protected areas that take place on urban rural boundary, lost against development pressure. Existing tools for application of zoning plan in our country does not ensure enough success for protection of these areas. Existing tools for application of zonin plan, does not separate ownership of parcels and development rights, and performed area based so these cause unfair results for property owners. The need of a new tool for application of zoning plan that separates ownership of parcels and development rights and performed value based is appears.
The main purpose of this study is to analyze the transfer of development rights method that is performed value based and separates ownership of parcels and development rights and that becomes very succesfull for protection of lands in the world, analyze the appcicability of this method, make application of this method in a study area and make new suggestions
