Summary:

      Crime events has been a critical problem in cities due to rapid growth in numbers and types of crime. Increasing crime events effects operational budgets and service necessities for police or security departments and also this situation forces related departments to develop new strategies under these circumstances. At this point it is relevant to investigate crime records under spatio temporal principles is relevant and Geographic Information Systems (GIS) is a key technology for this purpose. Researches on Turkey s on use systems avoiding crime with GIS stated that usage of these technologies are less at offices. Crime maps can show disturbance of crime events, density of crimes according to types for each positions or relations of crime with other spatial land usage factors, with the help of analyzing crime data. At this study possible crime events for future is stated with generating crime prediction maps with the help of spatio-temporal principles and tools. A GIS based decision support system for avoiding crime events has been developed for usage of police or security departments. Generated model aims to record all the distributed crime data in a standard environment and apply targeted analysis. Model has been tested at pilot zone Ortahisar district of Trabzon city and using crime events occurred between the years 2010-2014. All the planned crime density maps, crime prediction maps were created by applying new methods and analysis techniques.
