Summary:

      The increasing population in our country and increasing of the number of vehicles that are passing through day by day, especially causes the traffic problems in the city centers. Highway offer an alternative to the cities traffic problem and have very important tasks for transits. The highway turn the urban development areas into a zone of attraction and have positive impacts on the values of the lands in these areas. Influence of land values in the positive increases the expropriation costs. Expansion of expropriation costs may cause the delay of public investments.

Land acquisition for Van highway was provided thanks to land readjustment methods rather than expropriation. It is known that some cases occur in the Van Administrative Court, some them was finished with the cancellation and stay of execution because of some technical problems and legal inconsistence in the land implementation based on land readjustment. So, establishment of the Van highway Works has not been started. In other words, public investment based on this highway has been delayed.

      In this study, it was investigated the two methods, expropriation and land readjustment, to implement public investment with minimum cost. It is aimed to explore the alternative solution approaches on land readjustment implementations in the light of cancellation and stay of execution on the LR implementations.
