      In Turkey, it is an obligation to move MAKS (Spatial Address Record System) up to 2018. In this time period there are many challenges and difficulties whilst moving this system. Absolutely, these problems will effect duration for building efficient City Information Systems (also called Urban Inf. Systems). Because of MAKS is base for too many city applications, mistakes about MAKS effects other city services. At this study, problems were researched, at first step MAKS and then City Inf. Systems. After all solution suggestions were generated with field and office studies. A suitable model generated for the pilot area Gorele district Giresun city. The new model minimizes mistakes about address data, solves geocoding problems and it is efficient in terms of navigation in field.
