Summary:

      River floods are one of the natural disasters frequently seen in our country. Floods constitute a significant importance in Turkey, as they are ranked second among all natural disasters, after the earthquakes, in terms of the damage, casualties and the economic losses. Floods are not only connected to climate and topography, but are also influenced by human interventions to the nature. Especially, the interventions on the creek beds and the lack of the necessary sensitivity in construction works conducted within the basin boundaries increase the risks of floods. Because of the property of floods to be pre-modelled and having their impact areas be defined, it is aimed to prevent the negative impact of floods such as minimizing the loss of life and property. In this context, flood hazard models and mapping studies are needed for rivers. In this study, it is aimed to estimate the damages that may occur in the areas which are remained in the possible effect regions of floods by modeling the river floods. The Gelevera Creek in the province of Giresun, Espiye, was selected as the study region. The reason for choosing this region is that the rainfall rate is statistically very high and the region is very inclined. First of all, the factors causing the floods were determined in Gelevera Stream and the spatial data of these factors were collected and integrated in a geographical database. In this study, to be able to predict the risky regions, first a digital elevation model is developed using Geographical Information Systems (GIS) and by using the HEC-RAS software, the regime analysis of Gelevera Creek and the regions with high risk of flooding are determined. By using GIS technology, the possible effect region of a potential flood that may be along the Gelevera Stream, has been tried to be determined with the estimated damages through spatial modeling and the positional analysis.
