Summary:

With the cadastral studies carried out in Turkey in the last century, cadastral maps of different qualities have been produced. In the strategic plan of the General Directorate of Land Registry and Cadastre, the updating of these maps is aimed to be completed in 2023. Cadastral Updating and digitization play a key role in achieving this goal. In this study, the effectiveness of the cadastral updating was determined by SWOT analysis. In addition, in line with current technological developments, the contribution of photogrammetric methods to the cadastral updating has been investigated with studies carried out in a selected pilot region. According to this study, it was determined that 73% of the fixed borders in the pilot region were created by the photogrammetric method. As for the spatial accuracy, when the terrestrial surveying method is taken as a reference, 37% of it was found to be within the tolerance circle of 7 cm. According to other findings obtained from the study, the strongest aspect of the cadastral updating are to obtain fixed coordinates data in the valid reference system and to solve the problem of multi-heading in the registration of non-cadastral areas. However, with the spread of the update studies, lawsuits arise due to the changes in the parcel areas. As a result of these lawsuits, the problems of compensation and recourse against the treasury come to the fore. In order to reduce the problem of compensation and recourse, it is recommended to determine the tolerance circle of each analog method used in the cadastre based on scientific grounds. Thus, it will be ensured that tolerance circle errors are not subject to compensation.
