Summary:

      

      The first chapter covers the aim of the study, concept of the education, education in Turkey as well as developed countries and development of the primary school.

      The second chapter gives the studies on developing design standards of primary schools, emphasized on technique for measuring the school qualities. The scope of study is defined, school examples that used for the technique of analysis are selected by the reason and establishing analysis .

      The third chapter includes findings and discussions obtained from institutional structure of National Education and primary education , and physical and social analysis of primary education.

      The forth chapter exposes the result of institutional, physical and social analysis.

      The fifth chapter covers the results based on the research, includes the suggestions for analysis technique, the theoretical and practical field of the education .
