Summary:

       The most important criticism to traditional planning approach is its methods used that puts more emphasis on qualitative specifications which are over weighted rather than quantitative ones. It should be realized that the goal of planning is not only producing either development or structure plans.

The limitation on public participation in the plan making processes can easily be devised on goodwill by the local governments. Individuals, group and NGO’s may have access to in some stages of planning to participate. The aim of this thesis is to examine how such groups and NGOs formed and incorporated in planning. Individual or a community whose state of belonging and responsibilities strong, the higher the urban consciousness the higher the community consciousness as self that whose commitments to city affairs is strong that solve urban problems.

       Therefore, it has been important that the components of urban consciousness are varies. The distribution of consciences individuals and groups over urban space will be investigated; to show the spatial distribution.

The Trabzon city is chosen as study area. The level of individuals consciousness and the components of urban consciousness explored by factor analysis, then the using by factor scores consciousness of the urbanity and factor surfaces produced. Factor surfaces revealed spatial differentiation by various aspects of urbanness, urban consciousness and identity.
