Summary:

      Many historical values and cultural environments have been lost or destroyed as a

result of rapid urbanization that brought the concept of conservation into the agenda.

      However, since the applied conservation practices mainly are related to the concept of

conservation of physical attributes of single buildings, so far they have not been successful

      in the long run.

Urban conservation has to be looked at a larger scale in a mid-term perspective rather

      than short term to be effective, longlasting and open to development. As a priority, the

concept of conservation has to be widened from single building scales to groups of

      buildings, to environmental scale and social, cultural, historical, economic aspects of urban

environment. The conservation concept should no longer be understood as purely

      preservation, conservation or protection. Instead, however, it has to be perceived and

practiced through an understanding based on “conservation- evaluation-development”

      

In this study, an integrated urban conservation model developed as part of this study

      was implemented and proposed for Trabzon urban area focusing on the planning,

evaluation and financial aspects. Çarsı district the historical as well as the current business

      

study areas.

      Possible planning scenarios were developed to conduct some analysis within the

research framework. “Social impact analysis” was carried out to evaluate the extent to

      which and how actors or stakeholders expected to get involved in urban conservation

practices were effected from the possible planning scenarios. Furthermore, the way how

      the stakeholders affected the possible planning scenarios was also evaluated. In other

words, the acceptance rate of desired ones among the planning scenarios by the

      stakeholders, the social and economic costs associated with the selected planning scenario

that the stakeholders would be willing to pay and how the stakeholders would contribute to

      the planning scenarios were evaluated with Contingent Valuation Method. In conclusion,

some planning strategies along with recommendations were developed for effective urban

      conservation.
