      This study contains findings which light on the process of public participation into planning from the beginning to the end of the planning process . In the study it is argued that through adoption of the approach of participating in planning which develops through participating in democracy in cities, and participation of citizens and groups having responsibility for society, the conscious of citizenship will be strengthened, and planning will be more healthy and also come up against less interruption.
