| Summary: The city devolepments plans are inadequate interms of both their planning approaches they adopted and in adequacies in their implementation that divert the plans from their objectives and aims which stems from lack of control over the plans. This thesis aimed at to consider the piecemeal changes made over the plans at length and show the concequences of changes and impacts made on, and explore the reasons behind, estimate the burden come from those applications of changes.Data collected from the Trabzon Municipality’s records, then analised and classified according to change applications – change in functions, land use- and the accumulation of changes on distiricts or planning sheets, planning desicions and standarts set for by the development plan comparet with the situation occured after the approval of those changes. It is seen that the piecemeal changes in land uses, functions and densities destroyed the urban texture and pattern and altered the quality of urban life that coused to loss of urban identity.
