Summary:

Municipality Council Minutes are one of the most important groups of documents for local

history studies gaining importance in the recent years. In this study, this group of documents

including highly significant information in the context of the history of the city, and where many

discussions are followed regarding the municipal services in the city in parallel with the mindset of

that period.

The thesis is consisted of four main chapters. In the first chapter, General Overview, the

problem is detected and defined, and information was provided on how the question was related

with Municipality Council Minutes. At this point, municipal activities are shed light in line with the

political, social and cultural events experienced by the city until 1931, and it is started to unveil and

explain the events by examining the documents and sources revealing what happened.

In the second chapter, Literature Review, Trabzon Municipality Council Minutes in 12

volumes, which were kept between the years 1931-1958, are analysed and classified into; Content,

Municipality Council Members, Commissions, Work-Shift Reports, and Municipality

Reconstruction Activities.

In the third section, which is the Findings and Discussion, the Urban Reconstruction

Activities according to the Documents of Municipal Council have been classified through some

issues. These are; municipal council documents as an important body of documents in relation to

architecture and the history of the city, the attempts to make the intended reconstruction plan of the

expropriation activities.

In the Conclusion section, which is the fourth and the last one, an evaluation has been made

throughout five ascertained topics.
