       The objective of this study was to determine 6 manufacture industrial sectors having a particular situation within in the industry structure of Blacksea Region. It was aimed to determine the most suitable investment areas for these sectors. Of these , The forest product industrial sector was the most important of them. In 17 cities and 6 sectors obtained 59 variables were analyzed by using taxonomy and principal component analysis.

      The levels of developing of the cities were determined with the taxonomy technique. After the main components were determined with the principal components analysis, the cities were ranged from priority towards less priority according to indicator values calculated. In addition, it was examined the correlation between main component and variables. Afterwards , priority cities for investments were defined according to the variables showed a corralation above 70 % for each main component explaining more than 10 % of total variance.

      The similar evaluation was also done for the five industrial sector ( Manufacture of food, beverages and tobakko , Textile wearing apparel and leather industries , Manufacture of paper and paper product , printing and publishing , Manufacture of non-metallic mineral product product except products of petroleum and coal , Manufacture of fabricated metal products , machinery and equipment , transport equipment , Professional and scientific and measuring and controlling epuipment ) Also , it was determined cities priorities.

      With the obtained results , it was aimed at to provide investord to be made investment to manufactured industry with information and simplification.
