| Summary: Nowadays open spaces and urban transportation networks needed depending upon the increasing population oblige to be constituted new spaces and transportation networks by being filled seas in the coastal cities. The necessity of consideration of costal land reclamations planned in the direction of necessity and requests of city dweller and coastal morphology, at the planning decision stage is in the lead of the points worth stressing importantly. In this thesis study, it has been aimed that the planning decisions required for recreational uses affected in the context of dual of COAST-CITY, for increasing the socio-cultural use potential of city dweller and needed on coast for coastal recreation planning. Under the study, with regards to connection the coastal city Trabzon with coast, the impact value based on the user preference between the factors “ecological, visual, socio-cultural and economic” of the coast has been interrogated. The method in the study composes 3 stages, on the first stage; the analysis of problems deterministic general related to the recreational use of coastal area Trabzon connected with the preference of user has been done, on the second stage, priority values of changes of the coastal region connected with factors according to the preference of user have been revealed by being used the Method of Analytical Hierarchy Process (AHP). On the last stage of the study, ranges of recreational area use of coastal city Trabzon have been done by being dealt the composed model conjunction with the general questionnaire study and by being digitized prudential recreation use areas and activities on the CIS, an activity chart has been created by Adobe Photoshop program. It has been come to the conclusion that areas where they will be able to join socio-cultural activities are preferred with regard to the coastal user and the coast has to be planned more particularly from the point of ecological and socio-cultural factors. Otherwise, the expert group’s primary preference for ecological factor on the AHP questionnaire study carried out between expertise and locals has shown that they approach the subject more scientific. When the activities are considered, less preference for activities occurring water-based (underwater and surface water sports) has put down to the fact that fill area composed on the coast with coastal highway networks undergone from the coast have weakened in time relation between see and city dwellers. When coastal beach strip separate to the sections according to the transportation networks, it has been revealed that coastal areas closed to the axles of vehicle and especially axles of pedestrian access are used further in point of recreational use and transport links affects the recreational use.
