      In first part the purpose of project and accordingly general concepts are given, a general survey of rural policies and legal- theoritical structure is given .

      Second Part Works done includes introductions of work place and the method of research, exhibition of hypothesis and detailed instruction and information about forming data base of research.

      Third part includes findings. In this part with using data base which is formed, rural characteristics (independent variables) that explain demands of local about education and health (independent variable) is analysed with multiply regression technic .

      And in the fourth part which is results part findings are evaluated and interpreted and explicated in the context of hypothesis .

      In the fifth part the subjects which are helper to explicate findings and ignored because of untimelines are emphasised. Some advices are given place in this part by taking consideration the difficulties the researcher has in the process to instruct the other researchers who work in the same subject.
