Summary:

      Action plan creation process is an active and participatory process which society itself prioritizes and determines its problem by using local resource and potentials; which the local population actively takes responsibility for solution. It aims a process that community living in rural areas analyses its potentials and problems, that knowledge is shared, that common idea is produced, that the action intended for solving the determined problem is planned and carried out. In this thesis; participatory processes and action plans for rural and urban areas in construction of the process were analysed; a new village action plan process with nine-steps for rural settlements was proposed.

Salacık village of Akcaabat district was selected as working area in the action plan creation process of rural area. A workshop process which the approaches and techniques were applied for improving participation level was constituted. Determinated problems in designed and implemented action plan process were determined by rural dwellers; actions and steps identified by focusing the problem in the processes of workshop in which the volunteer group participated were carried out. Despite the situations which participatory processes could be at a disadvantage and possible many negations or conflicts, a process which was successful and educational for society was experienced in Salacık village. In the result of this study which was provided a participation level which started from informing and reached to act together and finally support the action; changes in a positive direction in the role of the individual in society, in its social relations and in decision-making processes were monitored. While each achieved action step is encouraging ort he next one, It is expected to create spiral effect for more comprehensive and difficult actions in the future.
