Summary:

      This study aims to investigate the planning process of Management and Development Plans conducted for the first time in Wildlife Reserve Areas in Turkey.

There are 80 Wildlife Reserve Areas (WRA) in Turkey. As of May 2012, only 32 of Management and Development Plans of these areas were completed and 20 of them are being waited for approval. This study was conducted from May 2010 to May 2012 and it took 3 years. These thirtytwo plans that have passed has their target species form different regions. Based on these target speices 17 plans were selected and these all of these plans include one of these target species. All the planning stages of Azdavay Kartdağ WRA, one of the selected planning area, were observed. On the remining planning areas only plans were studied.

      Plan making process were investigated and evaluated step by step. Thus, the appropriateness of the plans for the laws and regulations, the deficiencies in the laws and regulations, and the similarities and differences in the evaluated plans were determined. Moreover, an international comparison was executed by comparing the plans in our country with the similar plans of other countries.

As a result, it was determined that the evaluated plans had some problems from construction phase to application process. It was found that these plans were unscientific and irrational, and target species of the area and the planned areas were found to be insufficient for the interests of the users.
